Bhutan tourism and tariff system
Bhutan follows a regulated tourism tariff system

Tourism in Bhutan is regulated by a daily tariff system, which is designed to promote high-value, low-impact tourism and to protect Bhutan’s environment and culture. The daily tariff for tourists in Bhutan covers a range of services and expenses and is set by the Bhutanese government. Here are the key points regarding the tourism tariff in Bhutan:

Minimum Daily Tariff

The minimum daily tariff for tourists visiting Bhutan is set at a fixed rate per person per day. This tariff typically includes the following services:

  • Accommodation in 3-star hotels (upgrades to 4 or 5-star accommodations are available at an additional cost).
  • All meals (breakfast, lunch, and dinner).
  • Licensed tour guide for the duration of your stay.
  • All internal transportation (excluding flights to/from Bhutan).
  • Cultural program fees and entry fees to monuments and museums.

Surcharges and Discounts

Depending on the size of your group, the time of year, and the duration of your stay, additional surcharges or discounts may apply to the daily tariff. For example, there may be surcharges for solo travelers or those in small groups, and discounts for larger groups or longer stays.

Visa Fee

The Bhutanese government includes the cost of the Bhutanese tourist visa in the daily tariff. We will handle the visa application process on your behalf.

Excluded Costs

The daily tariff does not cover international airfare to and from Bhutan. It also does not include personal expenses such as beverages, shopping, and tips.

Tour Operator

To visit Bhutan, you must book your trip through a licensed Bhutanese tour operator. Unique Divine Travels will handle all arrangements, including the payment of the daily tariff.

High-Value Tourism

Bhutan’s tourism policy focuses on attracting high-value, low-impact tourists who are interested in cultural experiences and the preservation of the country’s unique heritage and environment. The daily tariff is part of this strategy.

Sustainable Development Fee

All visitors to Bhutan pay a Sustainable Development Fee (SDF) charged per person, per night.
The SDF helps fund national services such as education, healthcare and environmental conservation.
Many tour operators include the SDF in the package price and collect it on your behalf — always check your booking invoice.

Current typical rates:

  • International visitors: USD 100 per person per night
  • Indian nationals: INR 1,200 per person per night
  • Children (0–5 years): Exempt
  • Children (6–12 years): 50% of the adult rate

The SDF is charged for each night spent in Bhutan (arrival night and overnight stays).
Indian day tourists who do not travel beyond the first designated border town (for example Phuentsholing) may qualify for exemption or refund under government rules.
